 [186]   [2014-1 B] Should Japan's low birthrate be considered a national crisis?

In today's world, most developed countries are facing low-birth rate, and Japan is also having trouble with the decreasing population. I'm sure it is a national crisis and needed to be addressed as soon as possible.
 
First, with the declining birthrate, Japan is facing a worker [labor] shortage. In today's aging society, many people are retiring, while not as many people are joining the workforce to replace them. As a result, many companies have trouble hiring enough employees, which can hurt their operations. In order to solve the problem, we might have to accept foreign laborers or immigrants to fill the void. [ to make up for the declining worker shortage. ]
 
Second, when there are not enough workers in the workforce, the government will struggle to gain enough tax revenues to sustain the economy. To make the matter worse, the retired people, as they are getting older, will need more medical care, which surely imposes a heavy burden on the government.
 
Lastly, the current pension system will stop working properly. In order to make sure the government provides pension to all the senior citizens, existing workers or furtuer generations will contribute more to the pension plan. However, if the number of retired people well exceeds that of workers, it is impossible to gain enough tax revenues to sutatin the scheme. In the worst scenario, it might collapse and go bankrupt.
 
For these reasons I mentioned, Japan is facing a national crisis. First of all, the government needs to take the initiative to address the issue. For example, they should provide financial support to families who have more than one child. Also they must make sure that they provide childcare service to those with small children, so that they can leave their children while at work.

First, a system with AI can be used to solve many problems with Japan's declining population. For example, human labors can be replaced with robots with AI. It is ture that because of the low birthrate, Japan is expected to face a larbor shortage, but many factories could be installed with AI, which can help solve the problem with a shortage of workers associated with the low birth rate. Also, such robots can be used to take care of the elderly people who need constant and physical care.
 
Second, Japan can allow more foreign workers to join the workforce in Japan. Many people around the world who have special skills and expertise struggle to find jobs. If Japan accept such people to work in Japan, they are willing to come and work in Japan. They can make a huge contribution by boosting the Japanese economy and also help the government secure enough tax revenus to provide good social services to all the citizens.
