[ speech 1 ]

One day, a woman was on her way to work. When she was walking out of the train station, a man in front of her, walking while smoking, accidentally burned her clothes with his cigarette. She looked upset when she found her jacket was badly damaged.

The next week, the woman was outside the train station, asking people walking by to sign a petition to stop people from smoking on the street. Another volunteer stood holding up a board that said "No smoking while walking."

Six months later, the woman was pleased to know that smoking on the street was banned and people who were against the law would be fined 1,000 yen. She looked happy when she saw some workers building a designated smoking area near the station.

A few days later, however, the woman walked by the smoking area and saw a lot of people smoking there and some people walking by coughing because of the smoke.

[ speech 2 ]

One day, a woman was on her way to work. She was walking from the station, and there was a man walking next to her while smoking, when his cigarette burned her jacket by accident. He didn't notice that he damaged her clothes, and walked away. The woman was so upset about it and thought something should be done to stop people walking while smoking.

The next week, the woman took part in a campaign to discourage people from smoking on the street. The participants of the campaign were collecting signatures on a petition to support their cause, and some people walking by were happy to sign the petition.

Six months later, the woman saw two workers from the local government making a special smoking area near the station. She was happy to know there was a sign next to the area warning people that if they smoked while walking on the street, they would be fined 1,000 yen.

A few days later, the woman was passing by the smoking area and saw a lot of smoke coming from it. Some other people were coughing when they walked by the smoking area.

[ questions ]

No.1 Please look at the fourth picture. If you were the woman, what would you be thinking?

I would be thinking that special smoking areas may not be the perfect solution, but if they put up a wall around the area, people walking by would not be annoyed so much.

No.2 Should more be done to warn children about the dangers of smoking?

Yes. Many children often start smoking out of curiosity when they see their friends or famous people smoking. They often think smoking is cool, and most of them are ignorant of the dangers of smoking, so they should be told about the risk of it.

No.3 Do you think that the crime rate in Japan will increase in the future?

I believe so. The Japanese economy will be getting worse, so the unemployment rate in Japan will rise and many people will be out of work. This may cause people to commit crime. Also, online crime is becoming one of the most serious social issues, which will contribute to the increase of the crime rate.

No.4 Do you think that public opinion can influence decisions made by the government?

I don't think so. In many cases, public opinion is ignored by the local government. For example, the people in my neighborhood keep asking the government to build childcare facilities, but they haven't done anything to deal with the issue.
